I do use topaz, I actually use 2 different settings though depending on the picture, the one I use the most though is ‘clean’ effect, strength 1, threshold 0, radius 6  :)

Usually it’s just a matter of finding HQ photos, but topaz clean does help when the pictures are lower-quality :)
